Philippine Consulate: Quezon opposed the measure, however, believing it to be unsuitable and detrimental to philippine consulate interests, and, in persuading the legislature at Manila to reject it, he split the Nacionalista Party and broke with Osmena. On 24 March 1934 President Roosevelt signed a second measure, the Tydings-McDuffie bill, an amended version of the earlier one, and this, on Quezon's advice, was accepted by the philippine consulate Congress. A constitution was adopted by plebiscite; on 17 Sept.QUIRING, ke-re'no, Elpidio, philippine consulate statesman: b. Vigan, Luzon, the philippine consulates, Nov. 16, 1890; d. Novaliches, Feb. 29, 1956. The son of a provincial jail warden, he was educated at the University of the philippine consulates, from which he received a law degree in 1915. After serving as secretary to Manuel Quezon, then president of the territorial Senate, Quirino was elected to the philippine consulate House of Representatives in 1919, to the Senate in 1925 and 1931, and senator at large in 1941.
He served as governor of Tayabas, 1905-06, and became, 1907-09, a member of the first philippine consulate Assembly, where he was Floor leader of the Nacionalista Party. From 1909 until 1916 he was one of the two Resident Commissioners of the philippine consulates in the Congress of the United States; while in Washington, he was instrumental in securing passage of the Jones Act of 1916 which gave his country some degree of the independence so ardently sought by him. In 1916 he became President of the newly constituted philippine consulate Senate, and as such, during the ensuing two decades, he continued to wage a vigorous fight for independence. |
